City Manager's Update | July 25, 2025

Post Date:07/25/2025 10:30 AM

Good morning, Monrovians!

How well do you know your neighbors? If the answer is “not very well,” a neighborhood block party might be just what you need and the City of Monrovia is here to help! The  Monrovia Area Partnership (MAP) has a Block Party Trailer which makes hosting a community gathering so much easier!

The Block Party Trailer is your all-in-one starter kit packed with everything you need: tables, chairs, and fun outdoor games to bring your neighbors together for a day of connection and community. All you have to do is pick a date and invite the neighborhood!

The best part? It’s completely FREE for Monrovia residents. If you’re over 21 and available for both delivery and pickup, you’re good to go. Plus, Monrovia residents who reserve the trailer can also receive up to $250 in reimbursements for eligible block party expenses, including food, nonalcoholic beverages, decorations, printed invites, and even special event insurance if needed. Just save your original receipts and make sure the trailer is part of your event to qualify!

Learn more and find all the requirements on our Block Party Trailer webpage. For questions, contact our incredible MAP team at map@monroviaca.gov or (626) 932-5563. To reserve the trailer, submit a request form online via the City of Monrovia website or pick up a copy at City Hall (415 S Ivy Ave).

A summer block party is a great way to have some fun, make memories, and create a stronger, safer, and more connected community!

Sincerely,

Dylan

Tips for Reducing Food Waste

Monrovia follows the regulation of Senate Bill 1383, which requires California cities to reduce the disposal of organic waste and recover edible food that would otherwise be thrown away. The large amounts of food waste buried in landfills emit about 20% of the total methane released into the atmosphere. Reducing the amount of organic waste that is sent to landfills directly benefits the health of the planet.

The average American throws away $728 worth of food every year, according to the US Environmental Protection Agency. As prices for food rise, it is important to maximize every dollar spent at the grocery store.

The City of Monrovia has some tips to help you reduce your food waste and its negative impacts:

1.    Shop with intention.

Making a shopping list reduces the risk of impulse purchases and gives more direction when browsing the aisles.

2.    Keep an inventory list.

Take note of what you have in your pantry, fridge, and freezer. When new items are added, make sure to use the products that were there first, before they spoil.

3.    Find new recipes.

Use recipe websites to find meal ideas based on the ingredients you already have.

For more tips, check out the following article! We asked 6 chefs for their secrets to reduce food waste — and we’re stealing their tips ASAP

Lastly, if you haven’t already, request a free countertop compost bin from the Monrovia Public Works Department to keep organic waste out of landfills. The bins are compact, breathable to prevent odors, and convenient for separating food waste.

Peck Road and Mountain Ave Infrastructure Improvements Project and Tree Update

The City’s contractor, All American Asphalt, will continue the Peck Rd. and Mountain Ave. Infrastructure Improvement Project.

For the week of July 28 through August 1, residents should expect the contractor to perform work along Mountain Avenue (from Foothill Blvd. to Huntington Dr.) along both north and southbound lanes, including repair of damaged concrete sidewalks, driveway ramps, and curbs and gutters.

Drivers should expect a single driving lane open for traffic for both north and southbound lanes during the construction hours of 7:00 a.m. and 5:00 p.m. Please plan for delays, and we appreciate your understanding.

Local residents should expect on-street parking restrictions and increased noise during construction hours. Regular street sweeping will not take place in the work area during construction hours, so please take note of posted construction parking signage.

We recognize that construction can be messy and inconvenient, and thank you in advance for your cooperation and patience as we work through these improvements!

Mountain Tree

As part of this extensive and necessary work on Peck Road and Mountain Avenue, All American Asphalt (AAA) is required to use an arborist for all work in or around the City’s oak trees. To ensure any improvements are done with care, a project arborist is consulted throughout the variety of tasks including concrete saw cutting, asphalt removal, forming and pouring new concrete curb and gutters. For added confidence that all precautions are being met, the City’s contract arborist, West Coast Arborists, are also consulting the City directly.

During concrete road removals on Monday, we did unfortunately lose a mature oak tree in front of the YMCA (Photo A above). What you don’t see in this photo, is this tree already had a significant westerly lean toward the parking lot and has shown physical signs of dry rot and decay during annual inspections over the years. During the process of removing asphalt and concrete, the oak fell toward the parking lot of the YMCA. It was clear the tree already had significant dry rot of the inner core and, when combined with the heavy lean and removal of concrete (which was acting like a counterweight), the tree fell. The City will plant a healthy oak tree to replace the one that fell.

The City has taken and will continue to take the following measures to ensure we are taking care of oak trees:

  • Expose existing roots prior to any root pruning. When exposing significant root structures, the contractor is required to consult with contract arborists and city officials before performing any additional work.

  • The project seeks to avoid root removals by “ramping” over the root so that it does not harm the root. This method allows the contractor to install a soft surface barrier between the root and concrete sidewalk that will allow the root to continue to grow without being cut or removed. As you can see in Photo B, the arborists exposed this tree's root so that a soft surface barrier can be laid over it carefully to ensure the root, and tree, are protected.

  • Where possible, the contractor is pouring back concrete gutters with a gap between the concrete and the root systems (Photo C and D). This creates a small addition area for the tree roots to grow and expand and not be pressed up against the new concrete. These gaps will be backfilled with soil and will provide a soft surface for the roots to grow into.

There have been no significant cuts or root pruning performed on any oak trees during this project. The contractor has taken extreme precaution when working around the mature and young oak trees that are in the project area.
