City Manager's Update | September 26, 2025

Post Date:09/26/2025 10:30 AM

Good morning, Monrovians!

I’m excited to share some mouth-watering news...In-N-Out is officially open right here in our town! A project years in the making, plans were first announced in October 2022, with construction starting in November 2024. Now, the wait is finally over, and the doors are open at 560 W Huntington Drive! The brand-new 3,879-square-foot restaurant includes a drive-thru, indoor seating for 84 guests, and a covered patio with outdoor seating for 38.
Beyond their famous burgers, fries, and shakes, In-N-Out is also bringing 65 new jobs to Monrovia, with additional hiring opportunities expected in the months to come. On behalf of the City, we’re proud to welcome In-N-Out to town and wish them great success as they settle into our community!

As we celebrate new additions in Monrovia, we will always honor historical ones. Next week, we'll be honoring the history of Route 66, one of the most iconic roads in the world! On Tuesday, September 30, at 7:00 p.m., the City will host a special screening of An Ode to an Old Road: A Route 66 Story at LOOK Cinemas (410 S Myrtle Ave), produced by Community Media of the Foothills!

This free community event is open to all, but please note, seating is limited and available on a first-come, first-served basis! It’s a wonderful chance to gather, celebrate the history and culture of Route 66, and enjoy an evening of storytelling about an iconic road and it's history here in our community. I hope to see you there!

Sincerely,

Dylan

Proposed Assessment District: Monrovia Citywide Lighting, Landscaping, and Parks Maintenance District

Monrovia takes pride in our beautiful parks, tree-lined streets, safe lighting, and welcoming public spaces, and we’re committed to keeping them well cared for. To make sure these essentials continue to be maintained at the high standard our community expects, the City is proposing the creation of the Monrovia Citywide Lighting, Landscaping, and Parks Maintenance District.

This new district would replace the two existing assessment districts, which have funded streetlights, traffic signals, landscaping, and park upkeep since the 1990s but no longer generate enough revenue to cover rising costs.

If approved by voters, the new district will provide a stable and self-sustaining structure to maintain these services, protect property values, and allow the City to keep investing in safety, accessibility, and long-term neighborhood improvements. To ease the transition, new assessment rates will be phased in gradually over five years, with the City covering part of the cost during the early years.

Every property owner will receive a ballot packet in the mail beginning September 26, which will include a fact sheet with parcel-specific details, a notice of public hearing, and an official ballot with instructions for returning it by November 18.

We encourage everyone to get informed and ask questions. To learn more, additional resources, including background information, timelines, and an interactive map of proposed rates, are available on the City’s website.

Renovated Recreation Park Poppy Mural

We're excited to announce the completion of the recently renovated Recreation Park Poppy Mural! The mural is centrally located in Recreation Park, 620 S Shamrock Ave, just north of the tennis courts, and has long been a community favorite!

This vibrant work of art, beautifully created by local artist Donna Hargett, stretches an impressive 133 feet wide by 8 ½ feet tall. The brilliant colors showcase sweeping fields of California Poppies intertwined with depictions of local pollinators and insects against a clear blue sky. The refreshed design also incorporates inspirational words of encouragement, including “be honest, be nice, be a flower, not a weed.” The renovation was made possible through the City of Monrovia’s Art in Public Places Program, which continues to invest in public art that celebrates local culture, enhances shared spaces, and inspires residents and visitors alike.

For information on the Recreation Park Poppy Mural or Art in Public Places, contact (626) 932-5564 or email kzessau@monroviaca.gov.

Safe Streets for All Survey - Extended through September 30!

There's just a few days left to submit your feedback, as the survey ends next Tuesday, September 30! The City is continuing to collect feedback from all roadway users to improve traffic safety and expand bicycle and pedestrian infrastructure. In addition to reporting safety concerns, we encourage you to share other travel-related challenges or observations in Monrovia.

Here are a few examples of helpful feedback:

  • “I’d bike more often, but there’s nowhere to park my bike, so I drive instead.”
  • “I bike to work on [street name] and see others doing the same. It could benefit from a bike lane or other safety features.”
  • “Drivers often speed on [street name], which makes the area feel unsafe.”
  • “The bollards at [intersection] make pedestrians more visible. [Different intersection] could benefit from a similar installation, as it’s difficult to see when pedestrians are crossing the street.”

The survey will be available until September 30, 2025. Complete the survey using the following link: https://app.maptionnaire.com/q/monroviacsapbikeplan

Stay connected! Project updates will continue to be posted on the SS4A website. To receive email updates or meeting notices, contact ssousa@monroviaca.gov.
