City Manager's Update | October 24, 2025
Good morning, Monrovians!
This weekend offers two great opportunities to get involved and connect with the community! From lending a hand during "Make A Difference Day" to enjoying the long-awaited return of "A Taste of Old Town Monrovia", there’s plenty happening around town!
Tomorrow, hundreds of volunteers will take part in Make A Difference Day, hosted by the Volunteer Center of San Gabriel Valley (VCSGV). Each year, this incredible event brings our community together to lend a helping hand. From cleaning and beautifying public spaces to assisting residents with home repairs or yard work, volunteers make a visible and lasting impact across Monrovia.
This year’s event is dedicated to the memory of George Forbes, a cherished VCSGV Board Member and lifelong advocate for volunteerism. George embodied the spirit of Make A Difference Day, always encouraging others to get involved and give back.
If you’d like to join in, it's not too late! Registration and project details are available on the Volunteer Center’s website. Whether you’re an individual, family, or part of a local group, every helping hand makes a difference!

Then, on Sunday, we'll welcome everyone ages 21+ for the return of A Taste of Old Town Monrovia, back for the first time since 2019! This event invites you to stroll along Myrtle Avenue and experience the many flavors of our Old Town, featuring 54 local restaurants and vendors, live music by The Delgado Brothers, and a complimentary souvenir photo booth to capture the fun. Guests will also receive a custom wine glass, tasting plate, and swag bag.
Tickets are $80 and are selling quickly! Please note that no tickets will be sold at the door, so be sure to purchase yours in advance today through Eventbrite. All proceeds benefit the Monrovia Kiwanis Club, supporting local youth programs and community initiatives. The City of Monrovia is proud to sponsor this event and encourages everyone to come out and enjoy an evening filled with great food, music, and fun.
We hope to see you out and about this weekend, whether you’re volunteering tomorrow, enjoying food and drinks in Old Town Sunday, or both!

Halloween Spooktacular & Trick-or-Treat Bash - Friday, October 31
We hope that you and your family will join us next Friday, October 31, from 3:00 - 6:00 p.m., in Old Town Monrovia and Library Park (321 S Myrtle Ave) for our popular Halloween events in Old Town!
The entire afternoon will be filled with ghoulish fun for the entire family including:
- Trick or Treating in Old Town
- Costume Judging Contest for Youth, Adult, Group, Family and Dogs!
- Library Activities
- Activity Booths and a Photo Booth
- And much, much more!
The “Trick-or-Treat” event will be taking place in Old Town and is sponsored by the Monrovia Old Town Advisory Board. The Costume Contest will be held in Library Park and is free of charge with registration beginning at 3:00 p.m. Don’t forget to also register your furry friend in the Dog Costume Contest!
Street Closures in Old Town
Please be advised of street closures from 1:00 p.m. - 7:00 p.m. on the following streets:
- Myrtle Avenue from Palm Avenue to Walnut Avenue
- 100 Block of West Palm Avenue
- 100 Block of West Lime Avenue (The mid-block parking lot will remain open for merchants and patrons.)

222 E Cypress Ave - Project Plans and Updates
On Tuesday night, the City Council held a Study Session to receive feedback on the site analysis resulting from the City's participation in the San Gabriel Valley Council of Governments (SGVCOG) Affordable Housing Incubator Program. The City approved its involvement in the program early this year, and the SGVCOG, along with its partner, Studio One Eleven, has been assisting the City in determining potential site plans. Options include:
- Save Everything
- Preserve the home, two large oak trees, a mature tree, and build 13 affordable housing units (mix of 1 and 2-story units) and install 13 parking stalls.
- The Bungalow Court
- Preserve the home, build 15 smaller shared courts surrounded by a mix of 1 and 2-story houses, and a shared community space on the ground floor of the home. Install 16 parking stalls.
- Hybrid
- Preserve the home, build 16 smaller units surrounded by a mix of 1 and 2-story houses, create a shared community space on the ground floor of the Victorian, and install 16 parking stalls.

Monrovia Guild of Children's Hospital Fundraiser - Saturday, November 1
Join the Monrovia Guild of Children's Hospital Los Angeles for an evening benefiting the hospital! The Monrovia Guild is hosting their “Razzle Dazzle Cabaret” on Saturday, November 1, at the Historic Shakespeare Villa in Pasadena (171 S Grand Ave). Enjoy a live performance, elegant appetizers, a live auction, and a holiday boutique!
Tickets are $100 and can be purchased online through October 31. Proceeds help support Children's Hospital Los Angeles and $50 of the ticket price is tax deductible!

Monrovia Canyon Park Nature Center Exhibit - Sunday, November 2
We’re thrilled to present a fascinating, family-friendly exhibit featuring the personal collection of local entomologist and lifelong Monrovian, Giangelo “Gio” Leos.
Join us at the at the Monrovia Canyon Park Nature Center (1200 N Canyon Blvd) for an opening reception on Sunday, November 2 at 3:00 p.m. to hear from Gio and explore live and preserved insect specimens!

Native Plant Sale - Saturday, November 8
The California Native Plant Society's annual Native Plant Sale returns on Saturday, November 8 from 9:00 a.m. - 2:00 p.m. at the Monrovia Historical Museum patio (742 E Lemon Ave).
Buy climate-appropriate plants that create habitat for California's biodiversity! Browse thousands of native plants, plus native flower field guides, t-shirts, and art. The City of Monrovia will be providing free native trees while supplies last—don't miss this opportunity to support local ecology and beautify your garden sustainably.

Save the Date: 59th Annual Community Prayer Breakfast - Friday, November 21, 2025
The Monrovia City Council and the Monrovia Chamber of Commerce will host the 59th Annual Community Prayer Breakfast on Friday, November 21, 2025, at 8:00 a.m., at the DoubleTree by Hilton Monrovia (924 W Huntington Dr). This year’s theme is “Resiliency Through Faith,” featuring main speaker, Brock Milhorn, Navy veteran.

Proposed Assessment District: Monrovia Citywide Lighting, Landscaping, and Parks Maintenance District
Monrovia takes pride in our beautiful parks, tree-lined streets, safe lighting, and welcoming public spaces, and we’re committed to keeping them well cared for. To make sure these essentials continue to be maintained at the high standard our community expects, the City is proposing the creation of the Monrovia Citywide Lighting, Landscaping, and Parks Maintenance District.
This new district would replace the two existing assessment districts, which have funded streetlights, traffic signals, landscaping, and park upkeep since the 1990s but no longer generate enough revenue to cover rising costs.
If approved by voters, the new district will provide a stable and self-sustaining structure to maintain these services, protect property values, and allow the City to keep investing in safety, accessibility, and long-term neighborhood improvements. To ease the transition, new assessment rates will be phased in gradually over five years, with the City covering part of the cost during the early years.
Every property owner will receive a ballot packet in the mail beginning September 26, which will include a fact sheet with parcel-specific details, a notice of public hearing, and an official ballot with instructions for returning it by November 18.
We encourage everyone to get informed and ask questions. To learn more, additional resources, including background information, timelines, and an interactive map of proposed rates, are available on the City’s website.

Monrovia Unified School District (MUSD) is hosting a series of information meetings regarding middle school consolidation within the district. Community members are encouraged to attend and share their thoughts, ask questions, and learn more.

Halloween Tour of Live Oak Cemetery - October 25, 26
Our Halloween favorite returns! Join Jim Wigton as he carries on Steve Baker’s tradition of storytelling among the graves at Live Oak (200 E Duarte Rd). Hear tales of notable burials, local history, and just enough spookiness to set the mood!
This year, Halloween Tours will be offered next Saturday, October 25 and Sunday, October 26 from 3:30 - 5:00 p.m.! Tickets are available now at the Community Center (119 W Palm Ave) for $25, with all proceeds benefitting the Monrovia Historical Society. Each tour is limited to 25 guests, so purchase your tickets now before spots fill up!

MAFA Artist Reception & Workshop - Sunday, October 26
Join the Monrovia Association of Fine Arts (MAFA) for an afternoon of art and creativity at the Artist Alley! The MAFA Art Exhibit will showcase new works from talented local artists Renee Taylor, John Ogden, and Mike Dukes. Enjoy live musical entertainment, refreshments, and the opportunity to view and purchase original artwork. This FREE event takes place next Sunday, October 26 from 2:00 - 4:00 p.m. at the Monrovia Community Center, (119 W. Palm Ave). All ages are welcome and no RSVP is needed.

Monrovia Mountain Bike Team Information Meeting - Tuesday, October 28
Did you know Monrovia students have a Mountain Bike Team? Now is your chance to learn all about the program at an information meeting for the 2026 race season on Tuesday, October 28, from 7 p.m. to 8 p.m. at Monrovia High School Room 926 (845 W Colorado Blvd)!
All Monrovia students in grades 6th through 12th are welcome to attend. Come learn about the team, race schedule, equipment requirements, and how to get involved. No experience necessary!

Monrovia Garden Club Meeting - Tuesday, October 28
Join the Monrovia Garden Club on Tuesday, October 28 at 6:30 p.m. at Fellowship Hall of the First Presbyterian Church (101 E Foothill Blvd). Social time begins at 6:30pm, feel free to bring a snack to share! The program starts at 7:00pm.
This month's program features Yvonne Savio presenting on Fall and Winter Planting for Southern California, covering both edibles and ornamentals perfect for the cool season. Yvonne brings 60 years of gardening experience, including 15 years with UC Davis Cooperative Extension and training over 1,000 Master Gardeners who helped 1.3 million LA County residents garden more sustainably.
Come early to mingle and get to know your fellow garden enthusiasts!

Peck Road and Mountain Avenue Infrastructure Improvement Project Updates
The City’s contractor All American Asphalt will continue the Peck Road and Mountain Avenue Infrastructure Improvement Project.
Beginning on Friday, October 24, and extend through Saturday, October 25, All American Asphalt will repave the roadway from Duarte Road to Longden Avenue.
Public Works is authorizing work on Saturday, October 25, to minimize impacts to Calvary Grace Church and Annunciation Church. Work on this date will be limited to the hours of 8:00 a.m. - 2:00 p.m.
For the week of October 27 through October 31, work will include:
- Peck Road from Duarte Road to Longden Avenue
- Striping of Street
- Mountain Avenue at Lemon Avenue
- Installation of Signage
Drivers should expect a single driving lane open for traffic for both north and southbound lanes of Peck Rd during the construction hours of 7:00 a.m. - 5:00 p.m. Please plan for delays, and we appreciate your understanding.

City of Irwindale Myrtle Avenue Street Repair Project
The City of Irwindale will perform street repairs October 27 through October 31. Irwindale’s contractor, Sully Miller, will perform lane striping along Myrtle Avenue from California Avenue to Live Oak Avenue.
Drivers should expect temporary lane closures and traffic delays. Please note that schedules are subject to change. We appreciate your flexibility

Los Angeles County California Avenue Street Repair Project
The County of Los Angeles is performing street repairs along California Avenue south of the Monrovia City limit.
During the week of October 27 to October 31, work will take place from Hurstview Avenue to El Sur St.
Drivers should expect closures of the northbound lanes of California Avenue, and detours at the following intersections:
- Camino Real Street
- Shrode Avenue
- El Sur Street
Traffic will be diverted to Myrtle Avenue and Mountain Avenue. Please plan for delays along California Avenue and surrounding streets.
We appreciate your understanding, as the County works to make critical repairs to local roads. Please check back in the coming weeks for further updates on the project and its potential impacts. Schedules are subject to change. We appreciate your flexibility.
