City Manager's Update | November 21, 2025

Good morning, Monrovians!

For years, the Annual Holiday Tree Lighting Ceremony happened on the same day as the Annual Holiday Parade. Unfortunately, there was a year where rainy weather meant we had to cancel both the Tree Lighting Ceremony and the Holiday Parade! So we added a new event in November called "Thankful and Grateful Holiday Gathering." This annual event quickly became one of our favorites. Not only did we host the Tree Lighting Ceremony, but we also welcomed dozens of community groups to Library Park as a showcase of the wonderful partnerships in our community. These community groups are non-profits, school-based organizations, vendors who offer public services, and many others, and they all make a difference in Monrovia! 

While this week's weather has, unfortunately, meant we could not hold our Annual Thankful and Grateful Holiday Gathering. But we are so grateful to the countless individuals, organizations, and groups who make Monrovia such a special place. Your work is making a difference in our community. You are teaching our youth. You are serving our seniors. You are offering services and support to our community members in need. We are grateful to all of you! 

From my family to yours, I'd like to wish you all a Happy Thanksgiving! I hope you enjoy the holiday with your family, friends, and loved ones.

In observance of the Thanksgiving holiday next week, City facilities will be closed on Thursday, the 27th, and Friday, the 28th. Regular operations will resume on Monday, December 1. 

 

Monrovia is gearing up for the holidays and all of our wonderful events throughout the holiday season! Next week, in lieu of a regular City Manager's Update, we'll share a schedule of holiday events and programming throughout the next several months. From our Holiday Parade and Santa Tours, to our special New Year's events, there is something for everyone to enjoy...so be ready to mark those calendars!

Ballot Results: Proposed Citywide Lighting, Landscaping, and Parks Maintenance Assessment District

Yesterday morning, a Special City Manager's Update was distributed informing the community of the ballot results for the proposed Citywide Lighting, Landscaping, and Parks Maintenance Assessment District.

Art in Public Places 2025 Holiday Ornament Now Available!

The fourth ornament in our annual Art in Public Places holiday series is here! This year’s design, "Monrovia Merriment", by local artist Karen Drylie, highlights the Library Park fountain in a festive ceramic keepsake. Each 2.5" double-sided ornament comes boxed and ready for gifting. All proceeds from ornament sales directly support public art and help maintain more than 185 installations citywide.

Bradoaks Elementary Teacher, Dr. Heather Povinelli, Recognized as Teacher of the Year

At this week’s City Council meeting, the Monrovia City Council honored Dr. Heather Povinelli as the Monrovia Unified School District and Los Angeles County 2025–26 Teacher of the Year, as well as the State of California’s 2026 Teacher of the Year!

Dr. Povinelli has taught at Bradoaks Elementary for more than 25 years, and her dedication has shaped generations of young Monrovians. Please join us in congratulating her on this remarkable achievement!

November 2025 is Pulmonary Hypertension Awareness Month

Earlier this week, the Monrovia City Council proclaimed November 2025 as Pulmonary Hypertension Awareness Month, encouraging the community to Spark Awareness and learn about the challenges faced by those with pulmonary hypertension and their families.

Pulmonary hypertension is a rare disorder causing high blood pressure in blood vessels leading from the heart to the lungs, and is a contributing factor to more than 18,000 adult deaths each year in the United States. To learn more, please visit the Pulmonary Hypertension Association online.


 

Pasadena Humane Society - Pet of the Month

Meet Oreo, a 13-year-old Husky mix and November’s Pet of the Month! She may be 13, but she’s full of life and ready to bring lots of love to her new family! In honor of Adopt-a-Senior-Pet Month, adoption fees are waived for all pets age 5 and older.

The Pasadena Humane Society will also kick off its Home for the Holidays adoption period soon, with all adoption fees waived during the final two weeks of 2025.

Holiday Parade and Participation Information - Thursday, December 4 

Get ready to kick off the holiday season with Monrovia’s most festive tradition! The Annual Holiday Parade will travel through Old Town on Thursday, December 4, at 7:00 p.m. Enjoy a night full of fun, music, and community pride as Monrovia comes alive with holiday spirit!

Interested in joining? Local organizations, schools, and businesses are invited to participate and spread holiday cheer along Myrtle Avenue. To participate please feel out the application and return to the Monrovia Community Center or email to Tiffany Peterson – tpeterson@monroviaca.gov by TODAY Friday, November 21. The Boys & Girls Club of the Foothills: 15th Annual Festival of Trees - Saturday, December 6

The Boys & Girls Club of the Foothills invites you to experience the magic of the holiday season at the 15th Annual Festival of Trees, taking place on Saturday, December 6, at 5:30 p.m. at the Annandale Golf Club! The Festival of Trees features exquisitely decorated Christmas trees, festive wreaths, and one-of-a-kind holiday décor, along with your chance at exclusive experiences available through live and silent auctions. Proceeds from the evening support vital Boys and Girls Club programs in academic enrichment, social-emotional development, arts, sports, and career readiness for youth across the San Gabriel Valley.

Citrus Singers Christmas Concert – Thursday, December 11

The Kiwanis Club of Monrovia is hosting their annual "The Citrus Singers" Christmas Concert on Thursday, December 11, at the DoubleTree Hotel in Monrovia!

The event begins with an 11:30 a.m. champagne social, followed by a noon luncheon and performance. Guests can also enjoy opportunity drawings throughout the afternoon. Tickets are $65 per person and may be purchased at the door (cash or check) or in advance through the Kiwanis Club of Monrovia.


Holiday Waste Collection and Street Sweeping Schedule

During this holiday week, residential waste collection days Thursday, November 27 and Friday, November 28 will be delayed one day.

  • If your collection day is on Thursday, your service day will be on Friday.
  • If your collection day is on Friday, your service day will be on Saturday.

Please also note that there will be no street sweeping and no parking enforcement Monday, November 24-28, so families can enjoy a safe and happy holiday.

Know How to Dispose Fats, Oils, and Grease This Holiday Season

Did you know fats, oils, and grease (FOGs) will clog your pipes and may cause a sewage backup into your home or a sewer spill in the street that goes down the storm drain and into the ocean? Fats, oils, and grease can stick to the insides of sewer pipes when washed down the kitchen plumbing system, potentially solidifying and blocking pipes. 

Here are some quick Dos and Don’ts this holiday season:

  • Do wipe down greasy pots and pans with a dry paper towel and dispose of it in your organics recycling container. 
  • Do pour cooled FOG into a can or a container with a tight lid and dispose of it in the garbage.
  • Do not pour FOG down the garbage disposal or sink drain
  • Do not use hot water to wash the grease down the drain. 

If you are using a turkey fryer this holiday season and have a large amount of oil leftover, pour the cooled oil into a container and dispose of it in your trash container.

Holiday Water-Saving Tips

As the holiday season begins, it's easy to get caught up in all the festivities, but even during this busy time, there are ways to celebrate and conserve water! Here are a few tips to keep your holiday season water-wise:

In the Kitchen

  • Run the dishwasher only when it’s full
  • Scrape dishes instead of rinsing before loading
  • Reuse cooking water when possible

Decorating

  • Use drought-tolerant greenery in wreaths and decorations
  • Choose native or drought-tolerant plants in holiday arrangements
  • Avoid fresh cut flowers

Hosting Guests

  • Fix leaks before guests arrive
  • Remind guests to turn off the tap when washing hands and brushing teeth
  • Wait for full loads before doing laundry

Los Angeles County California Avenue Street Repair Project

The County of Los Angeles is performing street repairs along California Avenue south of the Monrovia City limit.

During the week of November 24 to November 26, work will take place from El Sur Street to Camino Real Street.

Drivers should expect closures of the northbound and southbound lanes of California Avenue, and detours at the following intersections:

  • Camino Real Street
  • Shrode Avenue
  • El Sur Street

Traffic will be diverted to Myrtle Avenue and Mountain Avenue. Please plan for delays along California Avenue and surrounding streets.

We appreciate your understanding, as the County works to make critical repairs to local roads. The County of Los Angeles forecasts work to be completed by January 2026. Schedules are subject to change. We appreciate your flexibility.

Potential Traffic Delays

The week of Monday, November 24 – Friday, November 28 is designated as a City-wide Moratorium Week. During this period, no work will be conducted, except for exempt community development projects.
