City Manager's Update | December 19, 2025
Good morning, Monrovians!
On Tuesday, the Monrovia City Council held its final meeting of 2025! As part of a cherished tradition, the year-end meeting featured our Annual Ugly Holiday Sweater Contest. Congratulations go to Councilmember Larry Spicer, the winner of the 2025 contest!

As a reminder, City Facilities will be closed next Wednesday, December 24, and Thursday, December 25, in observance of the Christmas holiday. Additionally, City Facilities will operate on a Limited Operations schedule from Monday, December 23, through Friday, January 3.
On behalf of the City of Monrovia, the City Council, our City volunteers and commissioners, City staff and certainly from my family to yours, Merry Christmas and Happy Holidays!

City Facilities Limited Operations - December 22, 2025, through January 2, 2026
Beginning Monday, December 22, 2025, through Friday, January 2, 2026, City Hall, Public Works, and Police and Fire Administration will be closed to the public. All normal City operations will resume on Monday, January 5, 2026.
During these limited operations, all emergency and essential services will continue to be provided. Additionally, staff will still be available to assist the public's needs in a limited manner.

Self-Serve Gravel Bins and Bags
In anticipation of rain, self-serve gravel bins and bags will be available at Recreation Park (620 S Shamrock Ave) on Monday, December 22 starting at 3:00 p.m.
Please note that bags and gravel are available on a first-come, first-served basis.
Trade Fair Day hosted by Local Girl Scout - Friday, December 19
Caitlynn Cass is currently pursuing her Girl Scout Gold Award Project and is hosting a Trade Fair Day this evening on Friday, December 19th from 6:00 p.m. to 8:00 p.m. in the parking lot of First Presbyterian Church (101 E. Foothill Blvd).
Come learn of skilled job trades such as construction, electrical, nursing or welding, and meet several organizations which provide training and resources to learn these trades.
Perhaps even more importantly, come support a local Girl Scout who has worked hard to plan this event.
Repeal of Past City Council Resolutions That Supported Unjust Treatment and Incarceration of Japanese Americans During World War II
On Tuesday, during the Council Meeting, the City Council approved the repeal of past City Council resolutions Nos. 1638 and 1693, which supported the unjust treatment and incarceration of Japanese Americans during World War II. At the time, there were nearly 94,000 Japanese residents in California, and almost 37,000 resided in LA County. The City Council’s adoption of two resolutions supporting the unjust treatment and exclusion of Japanese Americans during World War II was a dark and regrettable action that has not been overturned. Because the City is committed to cultivating and maintaining an environment of inclusion and respect for all City residents and visitors alike, we must learn from past mistakes and ensure that such injustice never happens again.
As we finalize plans to open the City’s 9th park in early 2026, Satoru Tsuneishi Park has been named in honor of a local Japanese American, and his family, who lived in Monrovia and was directly impacted by forced relocation to internment camps. The Tsuneishi Family returned to Monrovia and rebuilt their lives here in our community. The park will be dedicated in their honor. Satoru Tsuneishi Park Ribbon Cutting
Please come join us for the ribbon cutting and dedication of the City's 9th park on Tuesday, January 13th at 3:00 p.m. at 1111 Encino Ave. A ribbon-cutting ceremony will take place to unveil the newest addition to Monrovia! We're eager to show you all the work, care, and dedication that has gone into making this park a fun new addition to our community!
Historic Landmarks and Mills Act Contract Homes
At Tuesday's City Council meeting, the City Council approved two homes to receive the Historic Landmark and Mills Act Contracts. 218 E Greystone Ave and 130 North Encinitas are both historical homes. The home at 218 E Greystone Ave was built in 1930, and it's a Spanish Colonial Revival. Much of the home's exterior remains in place. 130 N Encinitas Ave is a Craftsman-style home built in 1906. This home will be receiving improvements, including a seismic retrofit.
We're excited to continue preserving Monrovia homes and ensuring they retain their historic charm! The City now has 171 local historic landmarks...and counting!
Holiday Carolers & Winter Carriage Rides in Old Town
Celebrate the season in Old Town throughout December! Enjoy holiday carolers one last time this weekend as they fill the streets with festive music tomorrow, December 20, from 3:00 – 6:00 p.m. Then return on Sunday, December 21, for winter carriage rides between 3:00 – 6:00 p.m. Bring family and friends for a charming horse-drawn tour of Old Town. Rides are $5 per person, or enjoy one free ride with $25 spent in Old Town, just show your receipt to staff!

Art in Public Places 2025 Holiday Ornament Now Available!
The fourth ornament in our annual Art in Public Places holiday series is here! This year’s design, "Monrovia Merriment", by local artist Karen Drylie, highlights the Library Park fountain in a festive ceramic keepsake. Each 2.5" double-sided ornament comes boxed and ready for gifting. All proceeds from ornament sales directly support public art and help maintain more than 185 installations citywide.

Pasadena Humane Society Pet of the Month - Saint
On Tuesday, the City Council celebrated their Pet of the Month, and December belongs to a Two-year-old German Shepard, super well-trained, sweet, and friendly! You can adopt Saint for no charge at Pasadena Humane Society from now until December 31.

Did you know there’s a hidden Elf on the Shelf inside the Monrovia Historical Museum? Come explore the museum, search for the elf, and uncover the stories that bring Monrovia’s past to life!
Learn about everyday life long ago, discover the people and events that shaped our city, and win a fun prize when you find the elf. It’s an adventure the whole family can enjoy!
ADMISSION IS FREE! Come see what you’ve been missing and experience Monrovia in a whole new way. The Monrovia Historical Museum (742 E Lemon Ave) is open Thursdays and Sundays between 1:00 - 4:00 p.m.

Holiday Schedule for Street Sweeping and Trash Collection
There will be no street sweeping and no street sweeping parking enforcement from December 22, 2025 through January 3, 2026.
For residential trash collection, if your service days are December 25-26 or January 1-2, collection will be delayed one service day.
- If your collection day is on Thursday, your service day will be Friday.
- If your collection day is on Friday, your service day will be Saturday.

Holiday Closures for Monrovia E-Waste Drop-Off
The Monrovia e-waste recycling drop-off site will be closed on the following days due to the Christmas and New Year’s Holidays:
- December 24 - 26, 2025
- December 31, 2025 - January 3, 2026
Plan your e-waste drop-off accordingly to avoid any inconvenience.

Holiday Lights Recycling
Have any faulty holiday string lights taking up space in your storage bins? While they may not belong on your tree, they definitely don’t belong in the trash or your curbside recycling bin. Holiday string lights are considered “tanglers” and can cause damage to typical recycling equipment. Instead, recycle your holiday lights through the following mail-in programs:
Monrovia Public Works does not accept holiday lights at our e-waste collection site, nor are they disposable via curbside service with Athens.
Thank you for keeping holiday waste out of landfills and recycling equipment!
Holiday Tree Recycling
Properly recycle your holiday trees by placing them curbside on your regular trash collection day. The collected trees will be composted into a nutrient-rich soil that can be used in agriculture, public parks, and landscaping. Please remove ornaments, tinsel, plastic bags, nails, lights, and plastic or metal stands.
Holiday trees will be collected beginning December 27, 2025 through January 10, 2026.

Going Somewhere Special This Holiday Season? Get there with GoMonrovia!
Whether you’re holiday shopping, visiting loved ones, or hoping to avoid traffic, get where you need to be with GoMonrovia. There are two main options for travel:
- Monrovia Transit: $0.50 ADA-accessible trips for individuals with disabilities and seniors (62+). Transit riders must complete an application before using this service.
- “GOMONROVIA” Lyft Pass: $6.00 Lyft trips available to everyone, regardless of age or ability. Just add the code “GOMONROVIA” as a Lyft pass in the Lyft app.
Both services are available during the following schedule 365 days a year, including holidays:
- Sunday – Thursday: 7:00 a.m. to 10:00 p.m.
- Friday – Saturday: 7:00 a.m. to 1:00 a.m.

City Tree Planting
Amigo de los Rios will begin tree planting in Monrovia the first week of January and continue through the end of February. Planting will occur at pre-selected vacant sites between Huntington Drive and Foothill Boulevard, as well as resident-requested locations.
For your safety, please follow all posted directional signage, parking restrictions, and instructions from workers in the area.

Huntington Drive Improvements Project Set to Begin
Beginning in January, the City’s contractor Gentry Brothers will begin mobilization for the Huntington Drive Improvements Project. The scope of work will include street improvements and maintenance from Magnolia Avenue to Shamrock Avenue, including:
- Repair 6,450 square feet of damaged concrete
- Replace 20 ADA curb ramps and install high visibility crosswalks
- Repair 2,780 square feet of sidewalk for improved pedestrian access
- Replace 1,460 square feet of concrete driveway approaches
- Grind the roadway for a smooth driving surface
- Replace worn street striping, markings, and signage
- Retrofit existing streetlights to LED from Fifth Avenue to Mountain Avenue
- Install solar-powered lighting systems within six bus shelters along Huntington Drive
Work is scheduled to begin January 5, 2026, and projected to last through Spring 2026. The contractor will phase work to impact a single driving lane along Huntington Drive at any given time. Residents and drivers should expect increased traffic, temporary lane closures, increased noise, and on-street parking restrictions between the hours of 8:00 a.m. and 5:00 p.m.
Regular street sweeping will not take place in the work area during construction hours, so please take note of posted construction parking signage.

Holiday Water-Saving Tips
During the holiday season, it’s easy to get caught up in all the festivities, but even during this busy time, there are ways to celebrate and conserve water! Here are a few tips to keep your holiday season water-wise:
In the Kitchen
- Run the dishwasher only when it’s full
- Scrape dishes instead of rinsing before loading
- Reuse cooking water when possible
Decorating
- Use drought-tolerant greenery in wreaths and decorations
- Choose native or drought-tolerant plants in holiday arrangements
- Avoid fresh cut flowers
Hosting Guests
- Fix leaks before guests arrive
- Remind guests to turn off the tap when washing hands and brushing teeth
- Wait for full loads before doing laundry
The City continues to offer rebates on water-saving devices for homes and business.

Nominations Open for Monrovia Chamber of Commerce Annual Awards Gala | Due Tuesday, December 30
It’s that time of year to celebrate the people and businesses that make Monrovia shine!
The Monrovia Chamber of Commerce is now accepting nominations for the Annual Awards Gala, honoring the Stars of the Community. Community members are invited to participate in recognizing outstanding individuals, businesses, and organizations whose leadership, service, and commitment help make Monrovia a better place to live, work, and do business.
Award recipients will be recognized at the Chamber’s Annual Dinner on Friday, February 6, 2026, at the Courtyard by Marriott (700 W Huntington Dr).

Peck Road and Mountain Ave Infrastructure Improvements Project Updates
The City’s contractor All American Asphalt will continue the Peck Road and Mountain Avenue Infrastructure Improvement Project.
For the weeks of December 22 through January 2, work will include:
- California Avenue from Novice Lane to Myrtle Avenue
- Striping roadway
Drivers should expect temporary lane closures for both north and southbound lanes of California Avenue during the construction hours of 7:00 a.m. and 5:00 p.m. Please plan for delays, and we appreciate your understanding
Local residents should expect on-street parking restrictions as well as increased dust and noise during construction hours. Regular street sweeping will not take place in the work area during construction hours, so please take note of posted construction parking signage.

Los Angeles County California Avenue Street Repair Project
The County of Los Angeles is performing street repairs along California Avenue south of the Monrovia City limit.
During the weeks of December 22 to January 2, work will take place from El Sur Street to Camino Real Street.
Drivers should expect closures of the northbound and southbound lanes of California Avenue, and detours at the following intersections:
- Camino Real Street
- Shrode Avenue
- El Sur Street
Traffic will be diverted to Myrtle Avenue and Mountain Avenue. Please plan for delays along California Avenue and the surrounding streets.
We appreciate your understanding, as the County works to make critical repairs to local roads. The County of Los Angeles forecasts work to be completed by February 2026. Schedules are subject to change. We appreciate your flexibility.

Work Around Town
A holiday moratorium on work in the public right-of-way will be in effect from December 22, 2025, through January 2, 2026. Limited exceptions apply, and the following locations will have construction work that may alter traffic and/or sidewalk flow. Please follow all directional signage and worker instructions so you're safe.
- Monday, December 22 – Friday, December 16; Monday, December 29 – Friday, January 2
- Primrose Avenue and Evergreen Avenue at 127 W Pomona Ave – Periodic street closures and detours.
- 200 Block of Duarte Road – Intermittent lane closures.
