City Manager's Update | February 13, 2026

 Good morning, Monrovians!

This past Tuesday, the City Council presented the 2026 State of the City Address at the Louise K. Taylor Performing Arts Center at Monrovia High School. It was a true pleasure to see so many community members gather beforehand to connect, catch up, and enjoy some delicious snacks and treats from Merengue! The State of the City is a special time for us to come together before the community, reflect on the past year, and highlight the programs and initiatives that strengthen our community.

I'd like to thank the many community partners who joined us and helped make the evening run so smoothly, including the Monrovia Unified School District, Community Media of the Foothills, Monrovia Chamber of Commerce, as well as our City staff and volunteers who worked hard behind the scenes to bring the presentation to life! If you couldn't make it, the address was recorded live and is available to watch online on the KGEM-TV YouTube channel

I also wish to express my heartfelt gratitude for the support everyone is providing Meagan Cisneros, an MHS student who has faced the heartbreaking loss of both her parents in the past two months. I am deeply moved by the outpouring of love and support shown to her during this unimaginably difficult time. A verified GoFundMe has been set up to help Meagan, and I'd like to give a heartfelt "thank you" to everyone who has contributed. The GoFundMe will remain active, so please continue to share it and support her in any way you can.

 The Monrovia Firefighters Association and Monrovia Police Officers Association are also accepting donations through Venmo and all funds will be donated directly to Meagan and her family. You may donate directly to the MFOA and MPOA fund by sending a donation to @MFFA2415 on Venmo. 

As a reminder, City Hall, Public Works, Monrovia Public Library, and Police and Fire Administration offices will be closed on Monday, February 16 in observance of the President's Day holiday. Emergency police and fire operations remain unaffected, and all normal City operations will resume on Tuesday, February 17.

Holiday Waste Collections and Residential Street Sweeping Schedule

Residential street sweeping and street sweeping parking enforcement is cancelled next week, February 16-20, in observance of Presidents' Day holiday. Street sweeping and parking enforcement will resume on Monday, February 23.

Waste collection will remain as scheduled.

 CDBG Residential Rehabilitation Program Now Accepting Applications

The City of Monrovia is pleased to announce that applications for the Community Development Block Grant (CDBG) Residential Rehabilitation Program are now being accepted. CDBG is a federally funded program designed to fulfill three primary goals: improve quality of life, prevent deterioration, and address urgent housing needs. A limited number of grants are available for low-to moderate income eligible homeowners of single-family, owner-occupied, detached residences located within the incorporated boundaries of the City. Grants are awarded based on prioritization criteria, including:

  • Level 1 – Essential repairs that address immediate safety needs (roof replacement, heating, plumbing, accessibility, etc.)
  • Level 2 – Necessary repairs that prevent deterioration (roof repairs, structural repairs, weatherization improvements, etc.)
  • Level 3 – Recommended repairs that improve long-term quality (painting, flooring, minor repairs, etc.)

CDBG Residential Rehabilitation Program Guidelines are listed on the City of Monrovia CDBG page. Residents are encouraged to review the Program Guidelines carefully, as they outline eligibility requirements, covered improvements, documentation needed for review, and the full application process. All submissions will be evaluated for income qualification, property eligibility, and repair prioritization.

Draft Hazard Mitigation Plan Now Available for Review

A draft of the Hazard Mitigation Plan for Monrovia is ready for community review! From wildfires to floods to earthquakes, this plan maps local risks and shows how we can protect lives, limit damage, and build a stronger, more resilient community.

Share your feedback by February 24 to help ensure the plan reflects Monrovia’s priorities and future needs.

Sewer Cleaning Project Begins

The City of Monrovia will begin a project to clean sewer lines on Tuesday, February 17. The City’s contractor, Houston & Harris, will begin cleaning approximately 237,000 feet of sewer line to ensure it remains in working condition.

For the week of February 16 to February 20, drivers can expect temporary lane closures within the project area from Hillcrest Avenue on the north to Royal Oaks Avenue on the south, and from Myrtle Avenue on the west to Terrado Drive on the east.

Work is expected to last through May 2026, and will be phased so that as few streets are affected as possible at any one time.

Los Angeles County Sanitation Districts Proposed Rate Increases | Prop 218

The Los Angeles County Sanitation Districts is proposing new rates for 14 of the 24 districts in Los Angeles County, citing increased operating costs, inflation, and needed improvements to wastewater infrastructure, The impacted districts are part of a sewer system serving southern and southeastern areas of the county, which includes Monrovia (Districts 15, 22).

The County's rate proposal would stretch over a five year-period beginning July 1, 2026. Public information meetings and public hearings will be held starting this month through May.

Animal Control Officers Introduces New Uniforms

The City of Monrovia contracts with the Pasadena Humane Society to respond to animal-related calls. Beginning February 16, Pasadena Humane Society Animal Control Officers will wear new navy uniforms featuring updated shoulder patches and badges. The new uniforms are designed to be more functional and better suited to the demands of animal control work.

One City, One Story – What’s Coming Up

One City, One Story continues this week with opportunities to slow down, get creative, and spend time together as a community. On Thursday, veterans and their family or friends ages 21+ are invited to a relaxed Paint & Sip with a nature theme at the library (register here). Saturday wraps up with a Park Read-In at Lucinda Garcia Park hosted by the Monrovia Historical Museum at 9 a.m. and for families, a Storytime with Park Naturalists at 10 a.m. at the library.

As part of One City, One Story, the Friends of the Monrovia Public Library Bookmark Contest is open now through Saturday, February 14. All ages are invited to design a bookmark inspired by books, nature, the library, or our community. Submissions are due by February 14. Visit the library for entry details. Winners will be notified on February 25.




 

New Adult Chinese Language Collection at the Monrovia Public Library

The library is excited to introduce a new Adult Chinese Language Collection featuring Chinese-language fiction and nonfiction titles. Whether you’re looking for a great story or an engaging nonfiction read, we invite you to stop by and browse the new collection. Library staff are happy to help you get started.




 

Upper Water Watershed Restoration Program

Upper Water invites the community to help restore and revitalize our watershed! This spring, join us in planting trees near the Crystal Lake area. Students and youth groups can receive community service hours!

In Memory of Gayle Montgomery

Gayle Montgomery's Celebration of Life will take place on Friday, February 20, from 12 p.m. to 4 p.m., at the Monrovia Community Center.

Gayle was a beloved community activist, friend, and neighbor who dedicated her time to supporting and uplifting our most vulnerable residents. Monrovia Garden Club Meeting | Monday, February 23

The Monrovia Garden Club invites the community to its next program and speaker session, featuring an engaging presentation on the world of tomatoes and the many unique and varied tomato varieties gardeners can grow and enjoy.

The program will take place on Monday, February 23, at the Fellowship Hall of the Monrovia Community Church. Social time begins at 6:30 p.m., and the meeting will start promptly at 7 p.m. Attendees are welcome to bring a snack or appetizer to share. Coffee, tea, and water will be provided.




Monrovia Honors Black History Month 

At Tuesday's City Council meeting, the Monrovia City Council proclaimed February 2026 as Black History Month. We're proud to celebrate Black History Month and recognize the individuals who have made significant contributions toward a better Monrovia.

Lunar New Year Celebration at Oasis Trilingual Community School | Tuesday, February 17

Ring in Lunar New Year and welcome the Year of the Horse by joining Oasis Trilingual Community School this upcoming Tuesday, February 17, from 1:30 to 3:30 p.m., for a community celebration featuring crafts, snacks, games, music, performances, and traditional red envelopes!

MPWR Fundraiser at Panda Express | Thursday, February 19

Enjoy delicious food in a fun, family-friendly atmosphere in support of the Monrovia Parks, Wilderness, & Recreation Foundation (MPWR)! The fundraiser will be held on Thursday, February 19 from 10 a.m. - 10 p.m. at Panda Express (682 W Huntington Dr). Guests can support by purchasing meals and soft drinks in person, ordering online or on the Panda Express app.

Food ED 5th Anniversary Party - Golden Gnomies | Friday, February 20

Food ED is celebrating five years and you're invited to join them for a festive evening to honor their volunteers of the year and mark this special milestone on Friday, February 20, from 6 - 9 p.m. at the St. Luke's Episcopal Church Swan Hall (122 California Ave)!

Citrus Preservation Workshop Presented By Food ED | Saturday, February 21

Join Food ED and learn about simple food preservation methods that extend your harvest and adds flavorful impact to your pantry!

SCE Inspections Using Drones & Helicopters

Southern California Edison (SCE) will be conducting aerial inspections in neighborhoods throughout Monrovia over the next few weeks as part of their wildfire prevention and mitigation program.

These aerial inspections last between 30-60 minutes and allow SCE to view equipment from multiple angles, including overhead, for a complete 360-degree assessment to identify any damage or potential hazards on poles and towers that may need repair to help keep our community safe.


Los Angeles County California Avenue Street Repair Project

The County of Los Angeles is performing street repairs along California Avenue south of the Monrovia City limit.

During the week of February 16, work will take place from Camino Real Street to Novice Lane.

Drivers should expect closures of the northbound and southbound lanes of California Avenue, and detours at the following intersections:

  • Camino Real Street
  • Shrode Avenue
  • El Sur Street

Traffic will be diverted to Myrtle Avenue and Mountain Avenue. Please plan for delays along California Avenue and surrounding streets.

We appreciate your understanding, as the County works to make critical repairs to local roads. The County of Los Angeles forecasts work to be completed by February 2026. Schedules are subject to change. We appreciate your flexibility.
