Bid Information and Requirements

  • Bids and responses to Requests for Proposals must be submitted to the City Clerk's Office.
  • Formal bid Plans and Specifications are available only in hard copy form as detailed in the Notice Inviting Bids. For questions or to obtain Plans and Specifications on a Public Works project, please contact (626) 932-5575. Plans and Specs are NOT available at City Hall, unless otherwise stated.
  • There is no charge for downloading Request for Proposal documents, when available.
  • Requests for Information related to Bids and RFPs should be directed staff noted in the Bid or RFP document.
  • The City's solicitation of bids is an invitation to deal and not an offer of a contract; a legally binding contract will only be made when a purchase order is issued or following City Council approval.
  • The City does not maintain a master vendor list.
  • The City does not currently accept general requests for notification of future bidding opportunities.

The City of Monrovia is requesting proposals for analysis and design of comprehensive energy system improvements, smart building and water infrastructure, and operational efficiency programs with the provisions, specifications and proposal instructions.

Purpose

The purpose of the Request for Proposals (RFP) is to solicit proposals from qualified firms interested in contracting with the City of Monrovia to provide analysis and design large-scale, comprehensive energy system improvements, smart building and water infrastructure and operational efficiency programs.  The successful Proposer will be tasked with performing energy assessments of potential energy efficiency measures, including comprehensive analysis of both the environmental and financial costs and benefits of each measure, and present the City with a detailed action plan to implement certain energy conservation, energy generation, and energy efficiency measures and services.  The comprehensive Plan must identify potential energy savings opportunities at specified City sites and estimated program costs to implement the recommended energy conservation measures, and present an overall potential energy cost and consumption savings of implementing the energy conservation measures.  Finally, the comprehensive report must define the City’s strategy for evaluating and prioritizing the measures identified and future measures that could be considered over the time horizon of the Plan. A complete list of the specifications for the required work, including descriptions and attributes, are included in the RFP document below.

All responses must be completed as required, signed by an official of the firm who is authorized to enter into a binding agreement with the CITY on behalf of the company, and must be received in the place and by the time designated in this document.
