Bid Information and Requirements

  • Bids and responses to Requests for Proposals must be submitted to the City Clerk's Office.
  • Formal bid Plans and Specifications are available only in hard copy form as detailed in the Notice Inviting Bids. For questions or to obtain Plans and Specifications on a Public Works project, please contact (626) 932-5575. Plans and Specs are NOT available at City Hall, unless otherwise stated.
  • There is no charge for downloading Request for Proposal documents, when available.
  • Requests for Information related to Bids and RFPs should be directed staff noted in the Bid or RFP document.
  • The City's solicitation of bids is an invitation to deal and not an offer of a contract; a legally binding contract will only be made when a purchase order is issued or following City Council approval.
  • The City does not maintain a master vendor list.
  • The City does not currently accept general requests for notification of future bidding opportunities.

Contracted Background Investigator Services

Introduction

The City of Monrovia (“City") is seeking proposals from qualified individuals or firms to provide contracted background investigation services for sworn and non-sworn employee applicants. The selected contractor will support the City in conducting thorough investigations and background checks in accordance with local, state, and federal standards.

Project Overview

The purpose of this RFP is to engage a contracted investigator to perform pre-employment background investigations, ensuring the suitability of applicants for employment within the City.

Scope of Work

The contracted investigator will:

  • Conduct comprehensive background investigations for sworn police and fire personnel as well as civilian staff
  • Review applications, interview references, check criminal histories, driving records, financial history, and employment history
  • Prepare written reports detailing findings
  • Meet deadlines for case completions
  • Maintain confidentiality and chain of custody for sensitive information
  • Attend meetings or testify if necessary

Expected Volume: Approximately 25-30 background investigations per year

Compliance: Must adhere to:

  • California POST guidelines (Police)Fair Credit Reporting Act (FCRA)
  • Department policies and ethical standards

Minimum Qualifications

  • Prior experience conducting law enforcement and fire personnel background investigations
  • Knowledge of relevant laws and hiring regulations
  • Valid California PI license and completion of POST Approved Background Investigator Course
  • Strong report writing and communication skills
  • Ability to pass department security clearance

Proposal Requirements

  • Cover letter
  • Resume or company profile
  • List of law enforcement agencies or organizations served
  • Description of investigation process
  • Fee structure (flat rate or hourly)
  • Proof of insurance

Evaluation Criteria

All proposals will be evaluated based on capability to deliver complete, thorough, and factual background investigations. These investigations must be completed within a time frame reasonable to facilitate the processing of employment candidates at an expedited rate. Additionally, proposals should demonstrate a commitment to maintaining fiscal responsibility for the City.

Terms and Conditions

  • The City reserves the right to reject any or all proposals.
  • Proposal costs are the responsibility of the bidder.
  • The awarded consultant must agree to execute and meet all insurance requirements contained in the standard Consultant Services Agreement with the City (attached as Exhibit 1).
  • All investigation materials will remain the property of the City.
