Meet the Administrative Services Director

Buffy began her career with the City of Monrovia in 2003 as an Accounting Operations Supervisor in the City’s Administrative Services Department. Buffy also served in the position of Deputy Administrative Services Director prior to her promotion as Director of Administrative Services in 2017. Buffy received her Bachelor’s Degree in Business Administration from California State University of Los Angeles, and she is also a Certified Public Accountant. Buffy has twenty years of experience in municipal finance and accounting, and prior to joining the City of Monrovia, Buffy worked as an internal auditor and also performed financial audits of local governments within the Southern California area. In her current role, Buffy oversees all areas of finance, including budgeting, accounting, financial planning, payroll, utility billing, cash collections, accounts payable, accounts receivable, and investments.

Buffy is married to her husband of 20 years and has two young adult daughters. In her free time, Buffy enjoys family trips to the beach and watching her daughters play competitive softball.

Buffy is honored to serve as the City of Monrovia’s Administrative Services Director and is proud to serve alongside the hard-working and dedicated Administrative Services team. Buffy and her team take pride in serving the community with humility and compassion and are committed to the City’s mission of serving the people of Monrovia to create a community that offers a premier quality of life.
