How much financial assistance is available?
Eligible households may receive up to $25,000 in grant funding for approved rehabilitation work. The exact amount depends on the scope of repairs and available funding
Is this a loan or a grant?
This program provides a grant, not a traditional loan. However, residential rehabilitation program guidelines require the homeowner to continue owning and living in the home for a minimum of five years after the work is completed (See Question 5 for more information)
Is there a repayment requirement?
Yes, ONLY if the home is sold or transferred within five (5) years of project completion, the homeowner will be required to repay the full amount of the grant. This requirement is secured through a recorded covenant and agreement on the property (See Page 13 Section C Number Three Grant Provision and Monitoring Compliance for more details)
What if a homeowner needs to move due to health or other hardship?
The City understands that life circumstances can change. Certain hardship situations (such as severe illness or long-term care needs) may be reviewed on a case-by-case basis. Approval of any exception is not guaranteed and must comply with the residential rehabilitation program guidelines
Who is eligible to apply?
To qualify, homeowners/households must:
Own and live in the home as their primary residence
Live in a single-family, owner-occupied home
Live within the incorporated boundaries of the City of Monrovia
Low- or moderate-income limits, based on household size and HUD guidelines
Provide proof of U.S. citizenship, or maintain eligible immigration status in adherence to federal guidelines
Have fire insurance and flood insurance, if applicable
My property taxes are delinquent. Can I still apply?
No, your property taxes must be current. If they're delinquent when you apply, the City won't proceed until you provide proof that taxes are paid
Are rental properties eligible?
No, the residential rehabilitation grant program is limited to owner-occupied, single-family residences. Rental units and investment properties are not eligible
My home was built before 1978. Does that matter?
Yes, if your home was built before 1978, it will also be inspected for lead-based paint and/or asbestos hazards
If a homeowner successfully participates and receives a grant, what is the waiting period before they are permitted to reapply for the residential rehabilitation grant program?
2 years (See Page 9 Section E “Re-Application Period” of the Residential Rehabilitation Program Guidelines for more details)
How are applications prioritized?
Funding is limited. Applications are reviewed and approved on a “greatest need first” basis, focusing on:
Serious health and safety issues
Homes with code violations
Households with seniors, persons with disabilities, or special needs
Do I choose my own contractor?
If approved for the residential rehabilitation grant program, homeowners are encouraged to select their own contractors. Contractors must meet residential rehabilitation program guidelines and be approved through the City’s selection process as well. Homeowners will have input, but all work must follow federal procurement and labor standards (See Page 12 Section B “Procurement and Contractor Selection” of the Residential Rehabilitation Program Guidelines for more details)
Will the City inspect my home?
Yes, a City or program representative will inspect the home to identify eligible repairs and confirm residential rehabilitation grant program compliance before any work begins
How long does the process take?
The process can take several months and includes:
Application review
Income and property verification
Home inspection
Environmental and program compliance review
Construction and final inspection
