Proposed Residential Development & Debris Basin at 347 Highland Place

The 347 Highland Place Residential Subdivision and New Debris Basin Project is a proposed development located on the west side of Highland Place, between West Hillcrest Boulevard and Scenic Drive. The project will involve dividing a 7.8-acre hillside property into four separate lots to accommodate: Three new single-family homes, each with an attached garage, plus a new flood control basin (Highland Desilting Basin) to help manage storm water runoff.

To make way for this development, the existing house, outbuildings, and an old dam with a retention basin will be removed. Access to the new homes will be provided by extending the existing private road that currently serves nearby properties at 343, 347, and 349 Highland Place.

Lot Breakdown:

  • Lot 1 (West Side, 4.35 Acres): Will contain the new Β±52,466-square-foot debris basin and an access road.
  • Lot 2 (1 Acre): Will have a 4,039-square-foot single-family home.
  • Lot 3 (1 Acre): Will have a 4,493-square-foot single-family home.
  • Lot 4 (1 Acre): Will have a 4,544-square-foot single-family home.

Notice of Intent to Adopt an Environmental Study

The City of Monrovia has reviewed the proposed project and determined that an Initial Study/Mitigated Negative Declaration (IS/MND) is required.

An IS/MND is an environmental study that evaluates whether a proposed project will have significant impacts on the surrounding area. The study looks at factors such as traffic, noise, air quality, wildlife, water use, and more. In this case, the findings show that all potential environmental concerns can be addressed by following specific mitigation measuresβ€”steps that will reduce or eliminate possible impacts.
