Project Overview
The 701 S. Myrtle Specific Plan and Development Project proposes a new mixed-use development in Monrovia’s South Myrtle Avenue Corridor, at the southwest corner of South Myrtle Avenue and Olive Avenue. This corridor is a key area identified in the City's General Plan as a future hub for walkable, mixed-use development that complements Old Town.
The project site is located within the Old Town Extension District, a part of the South Myrtle Avenue Corridor envisioned to expand Old Town’s pedestrian-friendly character with new housing above neighborhood-serving retail. The proposed development would transform a 1.61-acre site into a five-story building containing 204 residential units, including 20 affordable units, approximately 2,370 square feet of commercial retail space, and 2,782 square feet of indoor fitness center space. It also includes 1.5 levels of underground parking with 329 spaces, public and private open space, and a variety of residential amenities.
To enable this development, the applicant (BGB Myrtle LLC) is requesting a General Plan Amendment, Zoning Code Amendment, Specific Plan adoption, Tentative Parcel Map, and Conditional Use Permit. The proposed 701 S. Myrtle Specific Plan would guide development and establish land use, design, and development standards for the site.

Environmental Review (CEQA) – Final EIR Now Available
In accordance with the California Environmental Quality Act (CEQA), the City of Monrovia has prepared both a Draft Environmental Impact Report (Draft EIR) and a Final Environmental Impact Report (Final EIR) for the 701 South Myrtle Specific Plan and Development Project. Together, these documents make up the full Environmental Impact Report (EIR), which will be used by the Planning Commission and City Council to determine whether the project meets environmental requirements under State law.
The EIR evaluates how the proposed project could affect the environment, including areas such as air quality, noise, traffic, parking, public services, cultural and tribal cultural resources, water supply, and sewer capacity. The Draft EIR identified five environmental topics where potentially significant impacts could occur. However, it also includes mitigation measures and regulatory requirements to ensure those impacts would be reduced to a less-than-significant level.
The Final EIR contains the City’s responses to public comments received during the 45-day review period, clarifies or updates parts of the Draft EIR where needed, and includes additional technical documentation such as the Water and Sewer Capacity Study.

Upcoming Public Meetings
Public hearings for the 701 South Myrtle Specific Plan are scheduled for the following dates.
Development Review Committee (DRC)
- Meeting Date: Tuesday, October 15, 2025, at 4:00 p.m.
- Location: Monrovia City Hall – Council Chambers
- Purpose: As part of the City’s internal review process, the DRC will review the project application prior to preparation of the staff report for the Planning Commission. This step ensures all technical and departmental comments are addressed before the project advances to public hearings.
Planning Commission
- Date: Wednesday, November 12, 2025, at 7:30 p.m.
- Purpose: The Planning Commission will review all components of the project, including the General Plan Amendment, Zoning Code Amendment, Specific Plan, Tentative Parcel Map, and Conditional Use Permit, and will make a formal recommendation to the City Council, which has the final authority to approve or deny each of these entitlements, as well as to certify the Final Environmental Impact Report (EIR).
City Council
- Date: Tuesday, December 2, 2025, at 7:30 p.m.
- Purpose: The City Council will make the final decision on the proposed project following a recommendation from the Planning Commission.
