Chief Heath Harvey brings a strong foundation of education, experience, and leadership to the Monrovia Police Department. He holds a Master’s degree in Emergency Management and Homeland Security from Arizona State University and has completed executive training through the Drucker University Leadership Institute.

Throughout his career, Chief Harvey has demonstrated a commitment to continuous improvement, effective leadership, and dedicated public service. He has received several distinguished awards, including the Medal of Valor, along with multiple commendations for his contributions to community policing.

Guided by Monrovia’s core values of humility, hunger, loyalty, and intelligence, Chief Harvey is focused on five strategic priorities: community trust, technology, crime reduction, officer wellness, and leadership development. His vision includes strengthening partnerships throughout the community, aligning the department’s mission with the City’s broader goals, and ensuring Monrovia continues to receive safe, responsive, and forward-thinking police services.
