Project Overview
The Metro A Line Station provide a key connection for Monrovia residents to travel across Los Angeles County without use of a car. However, the current configuration of I-210 freeway underpasses and surrounding streets pose barriers to pedestrians and cyclists.
The City of Monrovia is finalizing plans for the Monrovia Active Community Travel Vinculum (ACTV) Phase 1 project, which will create new walking and biking connections across the I-210 freeway. The goal of the project is to make streets safer and more enjoyable for local residents, commuters, and all road users for travel to the Metro A Line station and businesses along Huntington Drive.
To do this, the ACTV Phase 1 project will construct:
- Over, 2,500 feet of protected bikeways and enhanced pedestrian features along Central, Evergreen and Magnolia Avenues.
- Improved intersection crossings that provide safer, smoother travel for everyone.
- Three new traffic signals at key intersections along Central, Evergreen, and Magnolia Avenues.
- Conversion of one block of Evergreen Avenue from one-way to two-way traffic for improved vehicular circulation.
- Improved pedestrian, bicycle, and lighting features at existing traffic signals along Myrtle Avenue.

Project Timeline
- 2018 - The City’s Bicycle Master Plan first identified the need to build bicycle connections across the I-210 freeway at Magnolia Avenue and Myrtle Avenue.
- 2019 - The City of Monrovia is awarded a Metro Measure M San Gabriel Valley Sub-region grant for design and construction of the Monrovia ACTV Phase 1 Project.
- 2020 - The project is temporarily put on hold following the onset of the COVID-19 pandemic.
- June 2025 - The Monrovia City Council awarded a contract with Willdan Engineering for design of the Monrovia ACTV Phase 1 Project.
- May 2026 - The City's 2026 Comprehensive Safety Action Plan identifies Evergreen Avenue, Magnolia Avenue, and Myrtle Avenue as High Injury Network corridors. This means that they are prioritized as locations with the greatest need for safety improvements. The City's 2026 Bicycle Master Plan recommends construction of protected bikeways along Central and Evergreen Avenues.
Moving forward, Project Milestones include:
- Complete Design - Spring 2027
- Obtain Right-of-Way Authorization from Caltrans - Winter 2027
- Construction - 2028
Connections to the Wider Bicycle System
The Monrovia ACTV is a multi-phase project whose goal is to improve connectivity between Old Town Monrovia in the north and the Monrovia Metro Station in the south. The goal of the ACTV Phase 1 project is to provide a missing link in the wider bicycle network.
Phase 2 of the project will develop traffic calming, pedestrian, and bicycle safety measures on streets within a one-mile radius of the Monrovia Metro Station, including Magnolia, Pomona, and Olive Avenues.
How to Get Involved in the Process
Public participation is critical to ensure that the new bicycle and pedestrian connections meet the needs of our whole community.
From May 8 to June 26, 2026, we will be collecting feedback through a community survey. The survey takes approximately 5-7 minutes, and will help confirm what matters most to the residents, walkers, and cyclists who use these streets.
